@georgetakei Putin does not want to talk to anyone unless they give him whatever he demands. He is after all a dictator. What Rubio, JD, Trump and Putin think they can do is pretend WW2 ended yesterday, unilaterally declare victory and divide up territory. It's a very different world compared to 1945.
