This is totally intentional. You must go to their billing office and challenge every charge. Make them prove services being billed were rendered.

I'm not saying she's making it up. Its just the fact her bill doesn't have an adequately itemized list and just a QR code to pay makes me think someone is trying to scam her. Especially considering she can't explain the bill to start with.
