The post quotes Secretary of State Marco Rubio saying the U.S. was the only party both Russia and Ukraine were willing to talk to, that the effort didn't yield results, and that Washington will only return to negotiations if the dynamics change - adding "If someone else wants to take this on - please, be my guest."
